ຜົນຜະລິດຂອງມະຫາວິທະຍາໄລ ແລະ ຜົນກະທົບຂອງການຈ້າງງານໃນ ສ.ປ.ປ.ລາວ

Abstract

ຈຸດປະສົງຂອງການຄົ້ນຄວ້າວິໄຈໃນຄັ້ງນີ້ແມ່ນ: 1) ເພື່ອສຶກສາຄວາມສອດຄ່ອງລະຫວ່າງຄວາມຮູ້ ແລະ ທັກສະດ້ານການສຶກສາ ທີ່ໄດ້ຮັບຈາກສະຖາບັນການສຶກສາ ກັບ ໜ້າວຽກທີ່ຮັບຜິດຊອບໃນປະຈຸບັນ, 2) ເພື່ອສຶກສາແນວທາງການປັບປຸງຂອງມະຫາວິທະຍາໄລ ໃຫ້ສອດຄ່ອງຄວາມຕ້ອງການຂອງຕະຫຼາດແຮງງານ, 3) ເພື່ອສຶກສາຄວາມຄາດຫວັງຂອງຜູ້ໃຊ້ແຮງງານຕໍ່ມະຫາວິທະຍາໄລ ແລະ 4) ເພື່ອສຶກສາສາເຫດທີ່ເຮັດໃຫ້ມີຜູ້ຫວ່າງງານເພີ່ມຂື້ນໃນທຸກໆປີ. ກຸ່ມຕົວຢ່າງ​ແມ່ນ​: ອະດິດນັກສຶກສາທີ່ຮຽນຈົບການສຶກສາ ຈາກ 4 ມະຫາວິທະຍາໄລ ທີ່ຂື້ນກັບກະຊວງສຶກສາ (ເລີ່ມແຕ່ສົກສຶກສາ 2015-2020) ຈໍານວນ 1306 ຄົນ ແລະ ນາຍຈ້າງຈາກໜ່ວຍງານ/ອົງກອນ/ສະຖາບັນຕ່າງໆ ຈໍານວນ ຄົນ 227 ຄົນ (ພາກສ່ວນລັດຖະບານຈໍານວນ 136 ຄົນ ແລະ ພາກສ່ວນອື້ນໆ ຈໍານວນ 91 ຄົນ) ເປັນການສໍາຫຼວດໃນທົ່ວປະເທດ. ເຄື່ອງທີ່ໃຊ້ໃນການເກັບກຳຂໍ້ມູນແມ່ນ: ແບບສອບຖາມ ມີທັ້ງປາຍເປີດ-ປິດ (ແບ່ງອອກເປັນ 2 ສະບັບ: ອະດິດນັກສຶກສາທີ່ຮຽນຈົບ ແລະ ນາຍຈ້າງ) ເຊິ່ງຢູ່ໃນຮູບແບບການຕອບແມ່ນ: ເລືອກຄໍາຕອບທີ່ເໝາະສົມ, ສາມາຕອບໄດ້ຫຼາຍຄໍາຕອບ ແລະ ຕອບແບບ 5 Rating Scales. ສະຖິຕິທີ່ໃຊ້ໃນການວິເຄາະຂໍ້ມູນປະກອບດ້ວຍ: ຄ່າຄວາມຖີ່, ຄ່າເປີເຊັນ, ຄ່າສະເລ່ຍ ແລະ ຄ່າຜັນປ່ຽນມາດຖານ.

ຜົນຂອງການວິໄຈພົບວ່າ: 

1. ຄວາມສອດຄ່ອງລະຫວ່າງຄວາມຮູ້ ແລະ ທັກສະດ້ານການສຶກສາ ທີ່ໄດ້ຮັບຈາກສະຖາບັນການສຶກສາ ກັບ ໜ້າວຽກທີ່ຮັບຜິດຊອບໃນປະຈຸບັນ ເຊິ່ງມີຄວາມສອດຄ່ອງໃນລະດັບຫຼາຍ ໂດຍມີຄ່າສະເລ່ຍເທົ່າ 555, ຄ່າຜັນປ່ຽນມາດຖານເທົ່າ 0.896.
2. ແນວທາງການປັບປຸງຂອງ ມະຫາວິທະຍາໄລໃຫ້ສອດຄ່ອງຄວາມຕ້ອງການຂອງຕະຫຼາດແຮງງານ: ຄວນເນັ້ນໜັກທັກສະ ໃນການປະຕິບັດຕົວຈີງ, ປັບປຸງຄຸນນະພາບການສິດສອນ ແລະ ຈັດຕັ້ງຫ້ອງການຈັດຫາງານໃຫ້ຜູ້ສໍາເລັດການສຶກສາ ເພື່ອໃຫ້ສອດຄ່ອງຄວາມຕ້ອງການຂອງຕະຫຼາດແຮງງານ.
3. ຄວາມຄາດຫວັງຂອງຜູ້ໃຊ້ແຮງງານຕໍ່ມະຫາວິທະຍາໄລ: ຄວນເນັ້ນໜັກລົງເລີກດ້ານພາສາຕ່າງປະເທດ, ເຮັດວຽກເປັນທີມງານ ແລະ ທັກສະດ້ານການແກ້ໄຂບັນຫາ.
4. ສາເຫດຕົ້ນຕໍທີ່ເຮັດໃຫ້ມີຜູ້ສໍາເລັດການສຶກສາຫວ່າງງານເພີ່ມຂື້ນໃນທຸກໆປີແມ່ນຍ້ອນ: ຂາດທັກສະພື້ນຖານທີ່ນາຍຈ້າງຕ້ອງການ, ຊື່ສຽງຂອງສະຖາບັນທີ່ຮຽນຈົບ ຍັງບໍ່ພົ້ນເດັ່ນພຽງພໍໃນດ້ານວິຊາການ, ຄວາມຄາດຫວັງຂອງບັນດິດໃນດ້ານຄ່າຈ້າງ ບໍ່ກົງກັບວຽກທີ່ມີ ແລະ ບັນດິດຕ້ອງການເຮັດວຽກໃນເມືອງ/ແຂວງທີ່ຕົນອາໄສຢູ່ໃນປະຈຸບັນເທົ່ານັ້ນ.

The purpose of the research was to study: 1) the consistency between educational knowledge/skills acquired from educational institutions and current job duties, 2) the ways to improve the university in accordance with the needs of the labor market, 3) the expectations of employers towards the university and 4) the cause of increase in unemployment for every year. The sample consisted of 1306 alumni who graduated from four universities under the Ministry of Education and sport (from academic year 2015-2020) and 227 employers from agencies/corpora-

tions/organizations (136 from the government and 91 from other sectors) surveyed across the country. The instrument used in data analysis was a questionnaire with both an open and close ended model (divided into two types of alumni and employers), in which the answer format is to choose the right answer, can be choosing more than one answer and 5 rating scale. The statistics used in data analysis were: frequency, percentage, mean and standard deviation.

The results of research was as follow:

1. The consistency between educational knowledge/skills acquired from educational institutions and current job duties, which consistant with a high level by mean of 3,555 and standard deviation of 0.896.
2. The ways to improve the university in accordance with the needs of the labor market were: should focus on real practical skills. improve teaching quality and establish an office of employment recruitment for graduates.
3. Employer's expectations toward the university consist of should focus on the competency of foreign language, teamwork and problem solving skills.
4. The cause of increase in unemployment for every year was: lack of basic skills required by employers, The reputation of institutions were still not outstanding enough of academic, wages that graduates expect are not met with the jobs available and graduates want working in the district/province where they currently live
