Advantages, disadvantages and limitations of accessing legal aid meant for the community (Case study of six villages in three districts of Luang Prabang Province )

Legal assistance plays an important role in contributing to the implementation of the party's policies, specifically the implementation of the resolution of the Central Executive Committee of the Lao People's Revolutionary Party on raising the efficiency of state governance - social governance by law, in addition to the implementation of the constitution, laws and principles, implementing the equal rights of citizens before the law, creating conditions, facilitating citizens to access the law, justice equally and equally.
Access to legal aid for the people and communities is important because all societies throughout the country and many remote areas are facing a lack of preparedness in many aspects of life, from this problem there is a lack of legal understanding that is the basis of living, lack of awareness of providing legal aid services systematically, from the existing state organization, mediation units at the village level, district justice office and provincial justice department, if at the center it is also the Ministry of Justice and other organizations such as the district court, the provincial court and the Supreme People's Court, the city prosecutor, the district prosecutor , the Provincial Prosecutor and the People's Prosecutor Soong Soo, there are also police officers from each locality at the center, whose roles and duties are related to access to legal assistance for the people and communities, the Bar Council has an obligation, role in activities according to the Law on Lawyers as a channel to provide legal assistance to the people and the community to be competitive.
The Ministry of Justice is also a part that gives importance to legal assistance or providing legal services at no cost. The Department of International Cooperation, the Department of Promotion of Justice System Management and the National Institute of Justice are active in creating conditions for various factors and creating more competition for the legal society. Laws to relevant central and local officials as appropriate.
When we know that the good points, weak points and shortcomings in this work, the government organization needs to determine how well the population in the community and remote areas have access to legal aid from the state organization, what percentage is covered, if it is considered as a percentage and what percentage is not covered, this is to reflect that there are good points, weak points and the shortcomings need to be corrected, so that these four indicators can be seen clearly.
