Abstract

The study title on “The Policy Implementation of Teacher Development in Luangprabang Province” aims to study the policy creation on Teacher development at Luangprabang, study the challenges on policy implementation at Luangprabang and study direction on the improving of teacher development policy. The study found that the creation on teacher development policy was based on the Ministry of Education and Sports’ master plan and Luangprabang’ Master plan, education law, decree number 177, and under the law legislations, making policy and policy approvement was to related education administrator in Luangprabang and Head of Departments that was concern the teacher development participating, it was approved by Department of Education and Sports and jointed with the other sectors to make planning, assigned the work tasks to related sector for implementation of their own right scope and responsibility. It was able to achieve the teacher development planning in efficiency, to make motivation for teachers to study and develop their skills aims to contribute the knowledge and ability for the students to use. The challenges of implementation to teacher development policy consisted of the policy consistency, the personnel problems of policy implementation, lack of budget and teaching materials, in case of steering was poor. it was still the personnel problems on policy implement such as the main teacher personnel with this policy was only excellent teacher on teaching for awards, despites to the lack of budget impacted to study condition and develop for teachers, which was not supply to the education development needs nowadays, the problems of materials was affected to the teachers development policy for a while taken evaluation tasks, the problems of steering each sectors was not good for work tasks. Especially, the time of monitoring and inspection was slowly and not good quality. Direction on the improving of teacher development policy should be encouraging the teachers to study in local and abroad, attend the training programs very often, give the important of materialism and psychology, and promote the teachers in charge of academic positions, open the opportunity to express the  idea for teachers development policy, improving the inconsistency legislation and find out the scholarships to teachers, providing enough budget to teacher development and manage the education administrators efficiency.
