Abstract

ການສຶກສາເລື່ອງ ການປະຕິບັດໜ້າທີ່ຂອງອໍານາດການປົກຄອງໃນການແກ້ໄຂຂໍ້ຄັດແຍ້ງຂັ້ນບ້ານຢູ່ບ້ານຕານມີໄຊ ເມືອງໄຊທານີ ນະຄອນຫຼວງວຽງຈັນ ໂດຍມີຈຸດປະສົງໃນການສຶກສາແມ່ນ ສຶກສາສະພາບການປະຕິບັດວຽກງານຂອງອຳນາດການປົກຄອງບ້ານໃນການແກ້ໄຈຂໍ້ຄັດແຍ້ງຂັ້ນບ້ານ ແລະ ສຶກສາແນວທາງປັບປຸງການປະຕິບັດໜ້າທີ່ຂອງອົງການປົກຄອງຂັ້ນບ້ານໃນການແກ້ໄຂຂໍ້ຄັດແຍ້ງໃນອະນາຄົດ ເປັນການສຶກສາທາງຄຸນນະພາບ ແລະ ມີການສຶກສາເລືອກເອົາຕົວແທນສໍາພາດກັບບັນດາກຸ່ມເປົ້າໝາຍຢູ່ບ້ານຕານມີໄຊຈໍານວນ 6 ທ່ານ ຊຶ່ງປະກອບມີ ປະທານໜ່ວຍໄກ່ເກັ່ຍ 1 ທ່ານ, ນາຍບ້ານ 1 ທ່ານ, ໜ່ວຍສະຫະພັນແມ່ຍິງບ້ານ 1 ທ່ານ,  ປະ ທານໜ່ວຍສະຫະພັນນັກຮົບເກົ່າບ້ານ 1 ທ່ານ, ປະຊາຊົນທີ່ມີຂໍ້ຂັດແຍ່ງຈຳນວນ 2 ທ່ານ, ໄລຍະເວລາໃນການສຶກສາແມ່ນ 2021-2022 ແລະ ເຮັດການວິເຄາະຂໍ້ມູນແບບເນື້ອໃນ (Contents analysis) ແລະ ຜົນການສຶກສາພົບວ່າ:

ໂດຍລວມການປະຕິບັດໜ້າທີ່ຂອງອໍານາດການປົກຄອງໃນການແກ້ໄຂຂໍ້ຂັດແຍ່ງຂັ້ນບ້ານຢູ່ບ້ານຕານມີໄຊ ເມືອງໄຊທານີ ນະຄອນຫຼວງວຽງຈັນແມ່ນມີການປະຕິບັດໜ້າທີ່ໃນການແກ້ໄຂຂໍ້ຄັດແຍ້ງໄດ້ດີສົມຄວນ ໂດຍອໍານາດການປົກຄອງບ້ານແມ່ນມີການດໍາເນີນການແກ້ໄຂຂໍ້ຄັດແຍ້ງຢ່າງເປັນປົກກະຕິເຊັ່ນ ມີການຮັບຄໍາຮ້ອງ, ການແກ້ກະກຽມ, ການຄົ້ນຄວ້າຢ່າງເປັນຂັ້ນຕອນ ຄື ມີການຄົ້ນຄວ້າບັນຫາຕ່າງໆຢ່າງລວມສູນປະຊາທິປະໄຕ ມີການຄົ້ນຄວ້າຢ່າງມີເຫດ ແລະ ຜົນ, ມີການຄົ້ນຄວ້າບັນດານະໂຍບາຍທີ່ກ່ຽວຂ້ອງໃນການແກ້ໄຂຂໍ້ຄັດແຍ້ງຢ່າງເໝາະສົມ ແລະ ເປັນທໍາທີ່ສຸດ, ອໍານາດການປົກຄອງບ້ານໄດ້ມີການແຈ້ງໃຫ້ທັງສອງຝ່າຍມາໄກເກ່ຍຂໍ້ຄັດແຍ້ຢ່າງລະອຽດ, ດໍາເນີນການແກ້ໄຂຂໍ້ຂັດແຍ່ງຖືກຕາມລະບຽບກົດໝາຍ.

ແນວທາງການປັບປຸງການປະຕິບັດໜ້າທີ່ຂອງອໍານາດການປົກຄອງໃນການແກ້ໄຂຂໍ້ຄັດແຍ້ງໃນອະນາຄົດໂດຍລວມເຫັນວ່າ ອໍານາດການປົກຄອງບ້ານມີແຜນສືບຕໍ່ການແກ້ໄຂຂໍ້ຄັດແຍ້ງຂອງບ້ານຕາມລະບຽບການຢ່າງຖືກຕ້ອງ ກໍຄືພະຍາຍາມຕິດພັນກັບກົດໝາຍ ເພື່ອເປັນບ່ອນອີງ ແລະ ປະຕິບັດໜ້າທີ່ໃຫ້ມີການລວມສູນປະຊາທິປະໄຕ ຕ່າງຝ່າຍຕ່າງໄດ້ຮັບຜົນປະໂຫຍດ, ອົງການປົກຄອງບ້ານພະຍາຍາມຊອກຫານະໂຍບາຍເສີມໃສ່ໃນການແກ້ໄຂຄັດແຍ້ງແມ່ນທາງອອກທີ່ດີທີ່ສຸດໃນອະນາຄົດ ແລະ ການເຊື່ອມຊຶືມແນວຄິດການເມືອງ ລວມທັງບັນດາເອກະສານຕ່າງໆແມ່ນຂະບວນການທີ່ຄວນຈະເຮັດໃຫ້ເປັນລະບົບ ເພື່ອໃຫ້ໃນອະນາຄົດ.

The study on the performance of the administrative authority in resolving the conflict at the village level in Tanmixay Village, Xaythany District, Vientiane. The purpose of the study is to study the performance of the village administration in resolving conflict at the village level and to study how to improve the performance of the village administration in resolving conflict in the future. The research team conducted a qualitative research based on the analysis of secondary documents and interview with 6 target groups in Tanmixai village, including 1 chairman of the mediation unit, 1 village chief, 1 village women's union unit, 1 village veterans union chairman, 2 people with conflict, the period of this study is 2021-2022 and analys the data by contents analysis. The study found that:

Overall, the performance of the administrative authority in resolving conflict at the village level in Tanmixay Village, Xaythani District, Vientiane is performing its duties in resolving conflict fairly well, the village administration, there is a regular process of conflict resolution, such as receiving requests, preparation, and research in a step-by-step manner. That is, there is research on various issues in a democratic center, there is research with cause and effect, there is research on relevant policies to resolve the conflict in the most appropriate and follow up the lao law.

The guidelines for improving the performance of the authorities in resolving conflict in the future as a whole see that the village authorities have a plan to continue to resolve village conflict in accordance with the regulations and try to be connected to the law as a basis and function to unite the democratic center and benefit from each other. The village administration is trying to find additional policies to solve the dispute is the best solution in the future and the integration of political ideas including various documents is a process that should be made systematic in the future.
