Abstract

ປະເທດລາວຂອງພວກເຮົາກໍເປັນປະເທດໜຶ່ງ ທີ່ມີການເຊື່ອມໂຍງທາງດ້ານການຄ້າ ແລະ ການລົງທຶນລະຫວ່າງບັນ ດາປະເທດຕ່າງໆໃນໂລກ ການລົງທຶນມີບົດບາດສຳຄັນຫຼາຍຕໍ່ລະບົບການພັດທະນາເສດຖະກິດ ແລະ ເປັນຈຸດສຳຄັນໃນການລິ່ເລີ່ມການລົງທຶນ ຫຼື ເປັນຂັ້ນຕອນທີ່ສຳຄັນໃນການດຳເນີນທຸລະກິດ ເພື່ອເຮັດໃຫ້ການລົງທຶນມີຄວາມສະ ດວກ, ວ່ອງໄວ,ໂປ່ງໃສ, ຖືກຕ້ອງ, ຍຸຕິທຳ ແລະ ໄດ້ຮັບການປົກປ້ອງດ້ານຕ່າງໆ ລັດແນໃສ່ປົກປ້ອງສິດ ແລະ ຜົນປະ ໂຫຍດຂອງຜູ້ລົງທຶນ.

The Lao PDR is also one country that is connected to in terms of international trade and investment in the world. The investment system is very significant sector to the system of economic development and is an important point in the initiation of investment or an important step in the implementation of investment. To make investment convenient, prompt, transparent, accurate, fair and protected by the government on the rights and interests of investors.

This research, that will focus on the Provincial Investment One-Stop Service, especially
research in Luang Prabang Province, the purpose will be researched of service’s background. Although Luang Prabang province has adopted the mechanism of the arrangement Implementation of a one stop investment service according to law on promotion of investment from 2009 to the present, it has become the gateway to the investment one-stop service. But there is no still office within the officers relate, which from each department involved to provide services in the Investment One-Stop Service. Nevertheless, the Planning and Investment Sector is responsible for concession and development in the Special economy areas; the Industry and Trade Sector is Responsible for general business activities. In 2016, Law on Promotion of Investment has amended, after that the Office for Investment One-Stop Service is established by two levels, the central level and the local level, in which the local level includes 10 provincial departments are responsible such as Department of Planning and Investment; Department of Industry and Trade; Department of Finance; Department of Natural Resources and Environment, Department of Energy and Mines; Department of Agriculture and Forestry; Department of Labor and Social Welfare, Department of Public Works and Transports; Department of Information, Culture and Tourism; and Provincial Security Command.

The present, there are many problems of the Investment one-stop service providing to investors. Although there are the Decrees, Agreements, Orders, Introductions and Documents are relative to implement of the investment one-stop service, but the actual implementation or delivery of services is very difficult that is shown in small and medium-sized businesses face to the difficulties in managing and inspecting, the taxations are not to the national Budget actually, to make the implementation of businesses in Luang Prabang Province faced to many problem situations. Does not follow the mechanism set by the province’s council, there are violations of prohibitions that lead to difficult solutions, and sometimes the relative officers are not as good as it should be for their responsibilities in working Cooperation.
