Abstract

ການສຶກສາມີ 3 ຈຸດປະສົງ: (1) ສຶກສາຄວາມຄິດເຫັນກ່ຽວກັບປະສິດທິພາບການພັດທະນາການທ່ອງທ່ຽວ ແຕ່ປີ 2010-2019 (2) ສຶກສາຄວາມຄິດເຫັນກ່ຽວກັບປະສິດທິພາບການຄຸ້ມຄອງການພັດທະນາການທ່ອງ ທ່ຽວ ແລະ (3) ສຶກສາຜົນກະທົບທີ່ເກີດຈາກການພັດທະນາການທ່ອງທ່ຽວ ເປັນການສຶກສາໃນຮູບແບບປະລິມານ ແລະ ຄຸນນະພາບ, ດ້ານປະລິມານແມ່ນເນັ້ນສຶກສາຄວາມຄິດເຫັນຂອງນັກທ່ອງທ່ຽວທັງພາຍໃນ ແລະ ຕ່າງປະເທດ ໃນນັ້ນນັກທ່ອງທ່ຽວພາຍໃນ ຈໍານວນ 60 ຄົນ ແລະ ນັກທ່ອງທ່ຽວຕ່າງປະເທດ ຈຳນວນ 57 ຄົນ ດ້ວຍວິທີການສຸ່ມກຸ່ມຕົວຢ່າງແບບບັງເອີນ. ສ່ວນການສຶກສາແບບຄຸນະພາບແມ່ນເນັ້ນສຶກສາຈາກກຸ່ມຕົວຢ່າງທີ່ເປັນຕົວແທນຈາກການຈັດຕັ້ງພາກລັດທີ່ກ່ຽວຂ້ອງ, ຜູ້ບໍລິຫານໃນພາກປະກອບການ, ອໍາອາດການປົກຄອງທ້ອງຖິ່ນ ແລະ ຕົວແທນຂອງປະຊາຊົນ ຈຳນວນທັງໝົດ 25 ທ່ານ, ການເກັບຂໍ້ມູນແມ່ນດໍາເນີນດ້ວຍການສຳພາດແບບເຈາະເລິກ ແລະ ສົນທະນາເປັນກຸ່ມ. ເມື່ອສົມທຽບການສຶກສາດ້ານປະລິມານຂອງນັກທ່ອງທ່ຽວພາຍໃນ ແລະ ນັກທ່ອງທ່ຽວຕ່າງປະເທດ ເຫັນວ່າ ປະສິດທິພາບການພັດທະນາການທ່ອງທ່ຽວ ໂດຍລວມແມ່ນຢູ່ໃນລະດັບດີຫຼາຍ ມີ (X=3.55) ໃນນັ້ນແມ່ນການ ພັດທະນາຄຸນະພາບການບໍລິການມີ (X=3.62) ຢູ່ໃນລະດັບດີຫຼາຍ; ຮອງລົງມາແມ່ນປະສິດທິພາບການປັບປຸງ ແລະ ພັດທະນາກິດຈະກໍາການທ່ອງທ່ຽວ ແລະ ປະສິດທິພາບການພັດທະນາສິ່ງແວດລ້ອມ, ວັດທະນະທຳ-ສັງຄົມ ມີ (X =3.56) ຢູໃນອັນດັບຫຼາຍເຊັ່ນກັນ ໃນຂະນະທີ່ ນັກທ່ອງທ່ຽວຕ່າງປະເທດກໍເຫັນວ່າປະສິດທິພາບການພັດທະນາການທ່ອງທ່ຽວຢູ່ເມືອງວັງວຽງກໍຢູ່ໃນລະດັບດີຫຼາຍ ມີ ( X =3.47) ໃນນັ້ນ ການປັບປຸງ ແລະ ພັດທະນາກິດຈະກໍາການທ່ອງທ່ຽວມີ (X =3.60); ຮອງລົງມາແມ່ນປະສິດທິພາບການພັດທະນາສິ່ງແວດລ້ອມ, ວັດທະນະທຳສັງຄົມ ມີ ( X = 3.57) ຢູ່ໃນລະດັບດີຫຼາຍເຊັ່ນກັນ. ສ່ວນການພັດທະນາຄຸນະພາບການບໍລິການ ແລະ ການພັດທະນາໂຄງລ່າງພື້ນຖານ ແລະ ສິ່ງອຳນວຍຄວາມສະດວກແມ່ນຢູ່ໃນລະດັບປານກາງ ມີ ( X =3.39 & 3.26); ປະສິດທິພາບການຄຸ້ມຄອງການພັດທະນາການທ່ອງທ່ຽວນັ້ນ ນັກທ່ອງທ່ຽວພາຍໃນເຫັນວ່າຢູ່ໃນລະດັບປານກາງ ມີ( X = 3.28). ໃນນັ້ນການຄຸ່ມຄອງລາຄາອາຫານ ແລະ ການຄຸ້ມຄອງສະຖານທີ່ບັນເທີງຍັງບໍ່ໄດ້ດີປານໃດ ມີ (X =2.98 & 3.22) ຢູ່ໃນລະດັບປານກາງ. ຜົນການສຶກສາດ້ານຄຸນະພາບ: ເຫັນວ່າ: (1) ປະສິດທິພາບການພັດທະນາການທ່ອງ ທ່ຽວຢູ່ເມືອງວັງວຽງ ແຂວງວຽງຈັນ: ໂດຍສັງລວມແລ້ວເຫັນວ່າ ພາກສ່ວນທີ່ກ່ຽວຂ້ອງກໍໄດ້ມີແຜນພັດທະນາໂດຍຜັນຂະຫຍາຍຈາກແຜນແມ່ບົດ, ມີການແບ່ງຄວາມຮັບຜິດຊອບໃນການຈັດຕັ້ງປະຕິບັດ ແຕ່ຍັງຂາດການປະສານງານ ເຮັດໃຫ້ຂໍ້ມູນຂ່າວສານບໍ່ຈອດກັນ ຍັງມີລັກສະນະຂາດຄວາມເປັນເອກະພາບຂອງພາກສ່ວນກ່ຽວຂ້ອງ ແລະ ການພັດທະນາຍັງບໍ່ໄດ້ຖືເປັນສຳຄັນຕໍ່ການມີສ່ວນຮ່ວມຢ່າງແທ້ຈິງຂອງປະຊາຊົນ; (2) ປະສິດທິພາບໃນການຄຸ້ມຄອງການພັດທະນາການທ່ອງທ່ຽວ: ແຕ່ເຫັນວ່າການປະຕິບັດຕົວຈິງຫຼາຍຢ່າງກໍບໍ່ໄປຕາມນິຕິກຳ, ຍັງມີຊ່ອງຫວ່າງຜູ້ສວຍໂອກາດ, ບໍ່ມີມາດຕະການເດັດຂາດຕໍ່ຜູ້ລ່ວງລະເມີດ ຫຼື ບາງບັນຫາການຈັດຕັ້ງຂັ້ນເມືອງກະບໍ່ກ້າຕັດສິນໃຈ; (3) ຜົນກະທົບທີ່ເກີດຈາກການພັດທະນາ: ຜົນທີ່ເກີດໂດຍທາງບວກກໍມີຫຼາຍ ແຕ່ໃນຂະນະດຽວກັນຜົນກະທົບທາງລົບກໍມີຫຼາຍເຊັ່ນກັນ ບໍ່ວ່າຈະເປັນດ້ານທຳມະຊາດ, ເສດຖະກິດ, ວັດທະນະທຳ-ສັງຄົມ ແລະ ສິ່ງແວດລ້ອມ.

Research topic: Efficiency on Tourism Development in VangVieng District, Vientiane Province. This research is consisted of three main objectives, there are: (1) To study the effectiveness of tourism development and (2) To study the effectiveness of the tourism management and development in Vang Vieng. (3) To study the impacts of the tourism development in Vang Vieng. This research is used qualitative and quantitative methods to find the significant outcomes. This study is used two sample groups, 60 domestic tourists and 57 international tourists by random sampling method for quantitative

research. And qualitative study is collecting data from the interviewing and group discussion from 25 people who are representatives from 4 major groups, there are the government side, business owners, local authorities, and local people. Comparing the satisfaction of domestic and international tourists on tourism development in Vang Vieng District: the satisfaction of domestic tourists on the efficiency on tourism development is in a very high score (X=3.55); the quality of service development is in the highest score (X=3.62); the second highest score is the effectiveness of improvement and development on travelling activity, environmental, and social-cultural development (X=3.56). The study is found that the satisfaction of international tourists is in the high score on the efficiency on tourism development (X=3.47); the effectiveness of improvement and development on travelling activity is in high score (X=3.60); the second high score is the effectiveness of environmental, and social-cultural development (X=3.57); the satisfaction on effectiveness of the quality of service development, and infrastructure development are in moderate score (X-3.39 & 3.26) respectively; For the efficiency on the tourism development management: The domestic tourist group shows the moderate satisfaction on the effectiveness of tourism development management (X-3.28) as the moderate satisfaction on the effectiveness of food and entertainment places, and tourism site entering price controlling (X=2.98 and 3.22) respectively. The qualitative research's outcomes: (1) Efficiency on tourism development in VangVieng District, Vientiane Province: the development is based on the master plan that is divided into specific responsibilities, but the communication issue occurred during working due to having lack of experiences. Another issue is working without finding the final agreement from the related parts. Besides that, the development project does not really focus on the participation of the local people; (2) Efficiency on tourism development: Despite the legislation, many practices are not in accordance with the legislation. This creates the loopholes for some people to take advantages, and there are no decisive measures against the violators. Sometimes, the problems are not solved by the district authority because of the over limited right to make the decision; (3) the impacts of the development: there are many positive impacts, but can avoid the negatives sides such as nature, economy, culture-social, and environment.
