Abstract

The study of the marriage registration process between Lao people and foreigners is a qualitative study, the purpose of the study is to study the registration process between Lao people and foreigners. The methode of this study is qualitative on secondary document analysis and interviews with staff who work directly on the marriage registration process between Lao people and foreigners at the department home affairs, Vientiane capital, the study period is 2021-2022 and content analysis (Contents analysis) is using in this study. The results of the study found that: The marriage registration of Lao people with foreigners is carried out according to the plans of the internal department at the provincial and capital levels according to the guidance of the leadership of the Ministry home affairs as well as Party and Government. by the rules of marriage between Lao citizens and foreigners in the Lao PDR to comply with the Civil Code and Decree 184/10 dated March 10, 2021.

Marriages between Lao citizens and foreigners abroad can comply with the laws of the country where the bride and groom live in accordance with the laws of the Lao PDR and have been certified by the Ministry of Peace and Security, the Ministry of Foreign Affairs of the Lao PDR and the representative office of the Lao PDR abroad, for marriages between Lao citizens living abroad and foreigners to comply with the laws of the country where they live. But must get permission from the representative office of the Lao PDR abroad. The couple must proceed in detail according to the procedure so as not to waste time and waste a lot of money. In the past, the registration of marriage between Lao citizens and foreigners has been quite difficult, especially the delay in processing and some groups of people rely on brokers to run the documents, causing them to lose a lot of money and Sometimes the documents are not signed as agreed because they were lied and took money from the brokers and then did not process the documents for them. Therefore, the solution should be to cut the process of running the necessary documents, to strictly apply the law and to control the broker system to run the documents.
