Abstract

This article explores the gaps between formal institutions, the organization and stakeholders involved in implementing the actual policies of the participatory approache to forest resource management. The purpose of this research was to evaluate the effectiveness of the implementation of the Participatory Forest Resource Management Strategic Plan and the identification of policy relationships between the state and stakeholders in the community and stakeholders. The data were collected using personal interviews and selfadministered questionnaires, with a total of 288 respondents, living in the Nawang and Teng areas in the Nakai Nam Theun National Park, covering 24 villages, in 2 areas, Nakai District, Khammouane Province, Laos. The factors affecting the Nakai Nam Theun National Park. The study followed the advice of Yin (1989) using an integrated study approach, where the problems of data areasoning can be solved and measurable, to determine results show that: Respondents are willing to cooperate to provide clear information, finding that The involvement of local people with government institutions in the conservation of forest resources is not harmoniously integrated with the relevant parties, making it a participatory process and did not take the implementation of the plan seriously. The power relations of some government officials who do not clearly understand the government's policy see their own interests in participating in illegal logging and wildlife smuggling. The findings will be use-   fully for planning and decision making to formally identify current and future forest resource management strategies. To reduce the risk of impact from in- ternal and external factors, to create economic and political benefits, to protect the richness of National Park in Laos and the region in Southeast Asia.
