ການຕິດຕາມກວດກາການດໍາເນີນຄະດີຢູ່ອົງການໄອຍະການປະຊາຊົນແຂວງວຽງຈັນ

Abstract

ການສຶກສາ ມີຈຸດປະສົງສຶກສາຄື: 1) ສຶກສາຄວາມຄິດເຫັນຂອງພະນັກງານໄອຍະການຕໍ່ການປະຕິບັດວຽກງານການຕິດຕາມກວດກາການດຳ​ເນີນຄະດີ; 2) ສຶກສາບັນຫາທີ່ເປັນອຸປະສັກໃນການຕິດ ຕາມກວດກາການດໍາເນີນຄະດີຢູ່ອົງການໄອຍະການ ແລະ 3) ສຶກສາແນວທາງແກ້ໄຂບັນຫາທີ່ເປັນອຸປະສັກວຽກງານການຕິດຕາມກວດກາການດຳ​ເນີນຄະດີຢູ່ອົງການໄອຍະການ. ສຶກສາແບບຄຸນນະພາບ, ເຄື່ອງມືທີ່ໃຊ້ແມ່ນແບບສໍາພາດ, ກຸ່ມເປົ້າໝາຍ 11 ທ່ານ. ວິເຄາະຂໍ້ມູນໃນການສຶກສາທາງຄຸນນະພາບແມ່ນວິເຄາະແບບເນື້ອໃນ ໂດຍໃຊ້ວິທີການພັນລະນາແຕ່ລະເນື້ອໃນຕາມຈຸດປະສົງທີ່ວາງໄວ້. ຜົນການສຶກສາພົບວ່າ:

ຄວາມຄິດເຫັນຕໍ່ການປະຕິບັດວຽກງານ ການຕິດຕາມກວດກາການດຳ​ເນີນຄະດີຢູ່ອົງການໄອຍະການປະຊາຊົນແຂວງວຽງຈັນ ໂດຍລວມແມ່ນເຫັນ​ວ່າ ​ສາ​ມາດ​ຈັດ​ຕັ້ງ​ປະ​ຕິ​ບັດຢູ່ໃນລະດັບດີຫຼາຍ. ບັນຫາທີ່ເປັນອຸປະສັກໃນການຕິດຕາມກວດກາ ການດຳ​ເນີນຄະດີຢູ່ອົງການໄອຍະການປະຊາ ຊົນແຂວງວຽງຈັນພົບວ່າ ດ້ານການຕິດຕາມກວດກາທົ່ວໄປ ແມ່ນເລື່ອງການປະຕິບັດຕາມແຜນການແຕ່ລະປີຍັງບໍ່ທັນໄດ້ ເນື່ອງຈາກງົບປະມານ ແລະ ບຸກຄະລາກອນຍັງຈໍາກັດ, ບັນຫາທີ່ເປັນອຸປະສັກຂອງການຕິດຕາມກວດກາ ການປະຕິບັດກົດໝາຍຂອງການສືບສວນ-ສອບສວນແມ່ນການດໍາເນີນງານບໍ່​ຕໍ່​ເນື່ອງ ເຮັດໃຫ້ວຽກງານບໍ່ມີຄວາມຄືບໜ້າ, ບັນຫາທີ່ເປັນອຸປະສັກຂອງການຕິດຕາມກວດກາການປະຕິບັດກົດໝາຍໃນສະຖານທີ່ກັກຕົວ ແມ່ນບໍ່ຄ່ອຍພົບບັນຫາຫຼາຍ, ບັນຫາທີ່ເປັນອຸປະສັກຂອງການສັ່ງຟ້ອງຜູ້ຖືກຫາ ແລະ ຖະແຫຼງຕໍ່ສານປະຊາຊົນ ແມ່ນການດໍາເນີນການບໍ່ເປັນໄປຕາມລະບຽບກົດໝາຍ ແລະ ຄໍາສັ່ງຂອງສານ ເຮັດໃຫ້ເກີດບັນຫາ ແລະ ຊັກຊ້າ, ດ້ານການຕິດຕາມກວດກາການປະຕິບັດກົດໝາຍໃນການດໍາເນີນຄະດີຢູ່ສານ ແມ່ນຂະບວນການດໍາເນີນວຽກງານບໍ່ຖືກຕ້ອງຕາມລະບຽບກົດໝາຍ ແລະ ດ້ານການຕິດຕາມກວດກາ ການຈັດຕັ້ງປະຕິບັດຄໍາຕັດສິນຂອງສານບໍ່ຄ່ອຍພົບບັນຫາຫຍັງຫຼາຍ ແລະ ແນວທາງແກ້ໄຂບັນຫາທີ່ເປັນອຸປະສັກໃນການຕິດຕາມກວດກາການດຳ​ເນີນຄະດີຢູ່ອົງການໄອຍະການປະຊາຊົນ ແຂວງວຽງຈັນ ດ້ານການຕິດຕາມກວດກາທົ່ວໄປ ຄວນມີການປະຕິບັດຕາມແຜນ ການແຕ່ລະປີໃຫ້ໄດ້, ດ້ານການຕິດຕາມກວດກາການປະຕິບັດກົດໝາຍຂອງການສືບສວນ-ສອບສວນ ຄວນດໍາເນີນການຢ່າງຕໍ່ເນື່ອງ, ການຕິດຕາມກວດກາການປະຕິບັດກົດໝາຍໃນສະຖານທີ່ກັກຕົວແມ່ນບໍ່ຄ່ອຍພົບບັນຫາຫຼາຍ, ການດໍາເນີນການສັ່ງຟ້ອງຜູ້ຖືກຫາ ແລະ ຖະແຫຼງຕໍ່ສານປະຊາຊົນ ຄວນໄປຕາມລະບຽບກົດໝາຍ ແລະ ຄໍາສັ່ງຂອງສານ, ການຕິດຕາມກວດກາການປະຕິບັດກົດໝາຍໃນການດໍາເນີນຄະດີຢູ່ສານ ສ່ວນຫຼາຍແມ່ນການດໍາເນີນວຽກງານຕິດຕາມກວດກາການປະຕິບັດກົດໝາຍໃນການດໍາເນີນຄະດີຢູ່ສານ ຄວນມີການດໍາເນີນການໃຫ້ຖືກຕ້ອງຕາມລະບຽບກົດໝາຍ ແລະ ການຕິດຕາມກວດກາ ການຈັດຕັ້ງປະຕິບັດຄໍາຕັດສິນຂອງສານ ຜົນການສຶກສາແມ່ນພົບວ່າ ບໍ່ມີຫຍັງປັບປຸງຫຼາຍ.

This study entitles to The Inspection tracking of Lawsuit at People Prosector’s Organization Vientiane Province and the purpose of this study there are 1) to study the Opinion of Personnel toward the Inspection tracking of Lawsuit at People Prosector’s Organization Vientiane Province, 2) to study the problem to be obstacle in the Inspection tracking of Lawsuit at People Prosector’s Organization Vientiane Province and 3) to study the guide line to resolving the problem to be obstacle in Inspection tracking of Lawsuit at People Prosector’s Organization Vientiane Province, The qualitative and quantitative methode were using in this study, the instruments are questionair, interview questions, the sample size are 88 and the keys informants are 11people concern. The quantitative data was analysis by computer programme like spss and contents analysis was using for qualitative methode and the study found that:

The Opinion of Personnel toward the Inspection tracking of Lawsuit at People Prosector’s Organization Vientiane Province was overview at high level  and considering in each point were high level too such as genneral follow up and checking , for the follow up and checking in law performance at Prison , follow up and checking in law performance at  Substance  and follow up and checking in substance verdict .for 2 points are moderate level such as investigation , the opinion to prosecutor's complaint accused and press release to people’s court .

The problem to be obstacle in the Inspection tracking of Lawsuit at People Prosector’s Organization Vientiane Province for follow up and checking the inspection tracking of Lawsuit at people Prosector’s organization Vientiane Province found that genneral follow up and checking don’t work in plan cause limited in budget and personnel, the promblem to be obstacle  in investigation isn’t continue in each year, the problem to be obstacle in follow up and checking in law performance at prison not have problem, prosecutor's complaint accused and press release to people’s court is not follow in role and law, follow up and checking in law performance at  Substance not have problem in working.

The guide line to resolving the problem to be obstacle in Inspection tracking of Lawsuit at People Prosector’s Organization Vientiane Province found that genneral follow up and checking should iplemented in plan for a year by look for budget more including put suit able personnel in working, should continue in each year for investigation performance, the follow up and checking in law performance at Prison should train personnel more, prosecutor's complaint accused and press release to people’s court and follow up and checking in substance verdict should follow up in role and law were good performance.
