Abstract

ການສຶກສາບົດຄົ້ນຄວ້າຫົວຂໍ້ “ສຶກສາຄວາມເປັນໄປໄດ້ ເພື່ອຫຼຸດຜ່ອນຄະດີລັກຊັບຢູ່ ນະຄອນຫຼວງພະບາງ” ມີຈຸດປະສົງເພື່ອຊອກໃຫ້ເຫັນໄດ້ເຖິງປັດໃຈທີ່ພາໃຫ້ຄະດີລັກຊັບເພີ່ມຂຶ້ນຢູ່ ນະຄອນຫຼວງພະບາງ, ບັນດາມາດຕະການທາງກົດໝາຍໃນການແກ້ໄຂຄະດີລັກຊັບ, ເພື່ອຊອກໃຫ້ເຫັນວິທີການແກ້ໄຂບັນຫາທີ່ພາໃຫ້ຄະດີລັກຊັບຫຼຸດລົງ ໂດຍໃຊ້ວິທີການສຶກສາຄົ້ນຄວ້າແບບປະສົມປະສານລະຫວ່າງຄຸນນະພາບ ແລະ ປະລິມານ. ການສຶກສາແບບຄຸນນະພາບແມ່ນໄດ້ນໍາໃຊ້ວິທີການສຶກສາເອກະສານເປັນຫຼັກ ໂດຍໄດ້ຈາກຂໍ້ກໍານົດກົດໝາຍ, ລະບຽບການຕ່າງໆ ທີ່ກ່ຽວຂ້ອງກັບຄະດີລັກຊັບ ແລະ ໄດ້ສໍາພາດນັກໂທດກະທໍາຜິດໃນສະຖານລັກຊັບຈໍານວນ 06 ຄົນຢູ່ຄ້າຍຄຸມຂັງຜາໂອ ນະຄອນ ຫຼວງພະບາງ. ສ່ວນແບບປະລິມານຈະໄດ້ແຈກຢາຍແບບສອບຖາມໃຫ້ພະນັກງານກ່ຽວຂ້ອງທີ່ມາຈາກ ສານປະຊາຊົນ, ອົງການໄອຍະການປະຊາຊົນ ແລະ ເຈົ້າໜ້າທີ່ຕໍາຫຼວດ ກອງບັນຊາການ ປກສ ນະຄອນຫຼວງພະບາງທີ່ມີປະສົບການໃນການພິຈາລະນາແກ້ໄຂຄະດີລັກຊັບໃນໄລຍະຜ່ານມາຈໍານວນ 100 ຄົນ ຊຶ່ງຜົນຂອງການຄົ້ນຄວ້າພົບວ່າ:

ຜ່ານການສຶກສາຄົ້ນຄວ້າມານີ້ຜູ້ຂຽນຈຶ່ງຂໍສະເໜີໃຫ້ພາກສ່ວນທີ່ກ່ຽວຂ້ອງເອົາໃຈໃສ່ຕໍ່ວຽກງານຕ້ານ ແລະ ສະກັດກັ້ນການລັກຊັບດ້ວຍການເພີ່ມມາດຕະການຕ່າງໆ ໃຫ້ທັນສະໄໝຂຶ້ນກວ່າເກົ່າ ແລະ ຕ້ອງໄດ້ເອົາໃຈໃສ່ໃນການສຶກສາອົບຮົມແນວຄິດການເມືອງ, ຍົກລະດັບການສຶກສາ, ຄວາມຮູ້ຄວາມສາມາດທາງດ້ານວິຊາສະເພາະ,  ການໂຄສະນາເຜີຍແຜ່ກົດໝາຍ ເພື່ອເຮັດໃຫ້ປະຊາຊົນມີສະຕິໃນການເຄົາລົບ ແລະ ປະຕິບັດກົດໝາຍຢ່າງເຂັ້ມງວດ. ພ້ອມດຽວກັນນັ້ນກໍຕ້ອງເອົາໃຈໃສ່ເຜີຍແຜ່ວຽກງານປ້ອງກັນຊາດປ້ອງກັນຄວາມສະຫງົບໃຫ້ທົ່ວປວງຊົນ ເຮັດໃຫ້ພົນລະເມືອງມີສະຕິປົກປັກຮັກສາຊັບສົມບັດຂອງຕົນເອງໃຫ້ ນະຄອນ ຫຼວງພະບາງ ມີຄວາມສະຫງົບ ແລະ ປອດໄພ.

Research on an article “Feasibility Study to Reduce Property Theft Cases in Luang Prabang Capital” aims to identify the factors that lead to an increase of the property theft cases in Luang Prabang Capital, the legal measures to address property theft cases, to find solutions to the main problems for leading to the reduction of property theft cases in decrease condition, using a combination of quality and quantity research methods. Quality research is based on the study of documents mainly and is also based on the laws and regulations related to property theft cases and including the interview with 6 property theft case prisoners at Pha Oh Jail in Luang Prabang capital. The questionnaire papers will be distributed to relevant officials from the People's Court, the Public Prosecutor's Office and the police officers at the Luang Prabang Provincial Police Headquarters Station who has high experience in resolving the property theft cases in the past, there are more than 100 officers totally. The results of the research found that:

The Property Theft Cases is the most of the thefts actually took place were between 18-25 years old men with favorable conditions, the causes of property theft cases are mostly due to drug addiction, secondly is the poor status, there is no job, no way out. Therefore, there is the idea of stealing other people's property in society. The results of the research also show that many people need that the Lao government, especially is related parties / ministries should address by finding more jobs for the unemployed to reduce poverty of Lao People, there are many opinions that want each local governmental organizations in Luang Prabang to pay attention to promote, educate people to understand and being more consciousness of the laws and regulations as well. Legal measures should be taken to reduce the number of property theft cases by paying attention to the storage of owner else's belongings, which entices ideas of those who steal property, increase the light at night, and install CCTV cameras at various locations.

Through this research, the author urges the relevant parties to pay attention to against and prevention property theft cases by adding more legal modern measures and must pay attention to educate in the political theory, promote and enforce the related laws strictly to people, and to make people have consciousness of respecting strictly in laws and regulations. At the same time, the related parties must be paid attention to disseminating information on the National Defense and Security Works to the local people regularly, because the people will have consciousness in protection their properties for making the Luang Prabang Capital can be peaceful and safe city.
